Overview
The SWIC office is the central coordination point for communications interoperability in Texas. The SWIC works with emergency responders across local, regional, Tribal, state and federal levels of government to implement a statewide vision for interoperability.
Responsibilities of the SWIC Office
- Update the Statewide Communications Interoperability Plan (SCIP) and SCIP program management
- Coordinate statewide interoperability and communications projects, training and communications exercises
- Head the Texas Interoperable Communications Coalition (TxICC) and its governance structure
- Provide interoperability outreach, establish working groups to develop and push out key initiatives

The Texas SWIC office is pleased to present the Draft 2025 Texas SCIP.
With support from the Texas Interoperable Communications Coalition, the SCIP is a two year strategic planning document that provides what the SCIP is and how it's developed, the Vision and Mission for improving emergency and public safety communications interoperability, and the implementation plan describes how the plan will be maintained and updated to enable continued evolution of and progress toward the State's interoperability goals. The comment period is open from October 20 - November 14, 2025.
The final plan will be voted on by the TxICC SEC Delegates during the TxICC Conference on November 18, 2025.
This is an important document designed to strengthen statewide interoperability while enhancing agencies communications capabilities. For comments, please send an email to the SWIC box at txswic@dps.texas.gov.
