From Sunday, September 13 – Tuesday, September 29, 2026, online application services and document submissions will be temporarily unavailable for License to Carry and Capitol Access Pass as these programs transition to RSD Connect, the division’s new licensing platform.
Beginning Wednesday, September 30, 2026, users will be able to log in to RSD Connect, which offers an enhanced user experience, streamlined application processing, and convenient access to license and certification statuses.

The Regulatory Services Division (RSD) provides effective oversight of regulated programs as authorized by the Texas Legislature. Regulatory authority varies by program, and may extend to partnerships with other federal, state and local agencies.
Handgun Licensing
Handgun Licensing
RSD licenses individuals to carry handguns within Texas, evaluates the eligibility of applicants through criminal history background checks, and monitors those currently licensed to ensure their continued eligibility. RSD also certifies License To Carry (LTC) instructors who teach the required course to applicants.
Private Security
Private Security
RSD regulates the private security profession in Texas. The Division protects the public by conducting fingerprint-based background checks on applicants, investigating and resolving complaints, and taking disciplinary action against licensees.
Texas Metals Program
Texas Metals Program
RSD registers and regulates all Metal Recycling Entities (MREs) in Texas. The Division licenses businesses, evaluates the eligibility of applicants through criminal history background checks, oversees transaction record-keeping, and conducts routine inspections to ensure compliance with applicable laws and administrative rules.
Vehicle Inspection
Vehicle Inspection
The Vehicle Inspection (VI) program licenses all official vehicle inspection stations and inspectors throughout the state to help keep roadways safe and the environment clean. Vehicles are required to be inspected annually for conditions or defects that might cause traffic collisions and contribute to air pollution.
