The Department of Public Safety (DPS) administers the Handgun Licensing Program under the authority of the Texas Government Code Chapter 411, Subchapter H. DPS licenses individuals to carry handguns within Texas, evaluates the eligibility of applicants through criminal history background checks, and monitors those currently licensed to ensure their continued eligibility. DPS also trains and certifies License To Carry (LTC) instructors who teach the required course to applicants.
The Regulatory Services Division (RSD) is currently monitoring proposed legislation in the 87th Texas Legislative Session. At this time, there are no changes to the current License to Carry (LTC) program. An application and associated fees, training (form LTC-100 or LTC-101), and supporting documents are required (unless not required by a statutory special condition). All fees are non-refundable per statute. If the legislature passes a bill or bills that change these requirements, this page will be updated.
Instructor Renewal 2021
Instructors with a certificate expiring on December 31, 2021, who choose to renew must submit a renewal application. Apply online: https://txapps.texas.gov/txapp/txdps/ltc
The Instructor Renewal period will be offered between July 1, 2021 through December 31, 2021.
Individuals who have submitted a renewal application will receive an invitation email with specific instructions for scheduling a renewal training class date.
Online renewal training will not be offered this year. Renewal training will be in person at the DPS Tactical Training Center located in Florence, Texas.
