Phillip G. AyalaPhillip G. Ayala, Inspector General
Phillip Gonzalo Ayala began his career with DPS in 1996 as a Texas Highway Patrol trooper.  He served in the following duty stations: Austin-State Capitol, Mathis, and Northwest Austin.  In April 2003, Phillip was promoted to sergeant in the Texas Highway Patrol service and was assigned to the South Austin duty station. In September 2005, he was promoted to lieutenant over hiring and recruitment in the Administration Division, and then captain, Law Enforcement Promotional System in January 2009.  In November 2011, Phillip transferred as captain to the DPS Office of Inspector General.  In September 2015, Phillip was appointed to major in the Texas Highway Patrol Division and assigned to the Chief’s Office.  In September 2018, Ayala was appointed to regional director for the Central Texas Region. In July 2019, Ayala was appointed to Inspector General by the Public Safety Commission.

Phillip Ayala earned a Bachelor of Applied Arts and Science from Lamar University, and he is a 2018 graduate of the FBI National Academy - Session #271.

Phillip has been married to his wife Veronica for over 29 years, and they have two daughters.

 

Adam KinslowAdam Kinslow, Deputy Inspector General
Adam Kinslow began his career with DPS in 1997 as a Texas Highway Patrol Trooper assigned to Tuscola. Throughout his tenure, he has served in a variety of leadership and specialized roles, including THP Sergeant, Aircraft Operations Pilot, Capitol District Sergeant and Lieutenant with the Executive Protection Bureau. In 2015, Adam transitioned to the Office of Inspector General, where he was promoted to Captain in 2018. In 2023, he was appointed to the rank of Major where he served as the DPS Equal Employment Opportunity Officer.  In February 2026, Adam was named Deputy Inspector General and is tasked with assisting the Inspector General with oversight of the division’s budget, inventory, training and the OIG Volunteer Investigator Program.

Adam Kinslow earned a bachelor’s degree in Government and Kinesiology from Angelo State University in 1996 and holds a Texas State Board of Education teaching certificate. He is also a graduate of the DPS Command College and holds a TCOLE Master Peace Officer License and Instructor Certificate.
