  • AUSTIN – After more than 17 years, a man is facing charges in the 2003 slaying of a 21-year-old Lubbock woman. Andy Castillo, 57, of Lubbock, is charged with murder in the case of Cynthia Joann Palacio.

Toscano, 34, is wanted for failure to register as a sex offender and a parole violation.
