Veteran Heroes United in Business (VetHUB) Program

October 15, 2026

The Veteran Heroes United in Business (VetHUB) Program focuses on certification of service-disabled veterans (SDVs) to facilitate their growth and development and to increase VetHUB contracts and subcontracts with the State of Texas. A VetHUB is a sole proprietorship, or corporation in which at least 51 percent of the stock or other equitable securities are owned by one or more persons who are service-disabled veterans with a service-related disability of 20% or greater. The individual must have a proportionate interest in the control, operation, and management of the business, and their principal business must be located in Texas. Eligible entities are identified in 34 Texas Administrative Code (TAC) Rule §20.294.

The DPS VetHUB Program ensures the agency's good-faith effort to include VetHUB businesses in its procurement efforts. This good-faith effort involves evaluating and determining VetHUB Subcontracting opportunities, and VetHUB reporting to the Texas State Comptroller.

Benefits of being a VetHUB

  • VetHUB certification is free of charge and valid for up to 4 years, provided the business continues to meet the eligibility requirements.
  • Only certified VetHUBs are listed in the online Texas VetHUB Directory. State agencies use the VetHUB Directory in conjunction with the Comptroller's Centralized Master Bidders List (CMBL) to solicit bids from certified VetHUB for state purchasing and public works contracts. Prime contractors also use the VetHUB Directory to identify VetHUBs to whom they will send notification of their subcontracting opportunities.
  • For purchases of $10,000 or less, state entities can contact a business directly to purchase goods and services.
  • The Texas VetHUB Directory is also searched by vendors looking for certified VetHUBs to include in their subcontracting plans for projects of $100,000 or more.
  • Increased exposure to the general public, as well as other entities that are searching for service disabled veteran-owned businesses.
  • Per  TAC Rule §20.284, each state agency shall make a good-faith effort to utilize VetHUBs in contracts for construction, services (including professional and consulting services), and commodities purchases.

Texas Department of Public Safety (DPS) VetHUB Program

The Texas Department of Public Safety Veteran Heroes United in Business (VetHUB) Program is committed to assisting and promoting VetHUB vendors with procurement opportunities.

The DPS VetHUB Program goal is to increase VetHUB participation through the following:

  • Promoting full and equal opportunities for all VetHUB vendors in state contracting.
  • Encouraging and assisting VetHUBs in acquiring CPA VetHUB Certification.

DPS's VetHUB Goals

Each state agency shall make a good-faith effort to assist VetHUBs in receiving a portion of the total value of all contracts it expects to award in a fiscal year. DPS VetHUB efforts are indicated by the high percentage of direct contract dollars awarded to VetHUBs.

Tips on Doing Business with the State of Texas

Subcontracting Plan (SP)

Each state agency (including institutions of higher education) that considers entering into a contract with an expected value of $100,000 or more shall, before the agency solicits bids, proposals, offers, or other applicable expressions of interest, determine whether subcontracting opportunities are probable under the contract.

If subcontracting opportunities are probable, each state agency's invitation for bids or other purchase solicitation documents for construction, professional services, and commodities with an expected value of $100,000 or more shall state that probability and require a Subcontracting Plan (SP).

The VetHUB Department provides vendor two (2) opportunities for SP guidance:

  1. Courtesy reviews of the SPs, prior to bids closing and/or any amendments (not final approval);
  2. If your SP is disapproved during the evaluation phase, the VetHUB department can debrief and provide additional guidance.

SP reviews should be sent to DPSHUB. Please feel free to contact us with any questions.

VetHUB Reporting

The Statewide VetHUB Program documents expenditures made by state agencies and institutions of higher education annually and semi-annually in its VetHUB Report. These reports can enable vendors to:

  • Determine if their business participation can help agencies meet or exceed agency-set goals
  • See where agencies purchase their products and services, both by geographic area and type of business, and
  • Contact agencies' VetHUB or purchasing departments to introduce their businesses and learn more about each agency's procurement process.

For more information, please visit the VetHUB Program page on the SPD website.

As required in 34 TAC Rule §20.297, VetHUB events can be found on the Education and Outreach Forums (EOF) calendar.
