What is Online Application?
Coming soon, paper forms for Driver License (DL)/Identification Card (ID) applications will no longer be used. Instead, all customers must complete their DL/ID application online before scheduling your appointment. You’ll begin by entering your information through the state’s secure online system. Once verified, follow the prompts to complete and submit your application. You will have the flexibility to schedule an in-person driver license office appointment or choose Virtual Issuance. Completing this step ahead of time speeds up your visit, reduces paperwork, and ensures your record is ready when your transaction begins.
What is Virtual Issuance?
Virtual Issuance is a secure digital service that allows eligible customers to complete select driver license, identification card, and commercial driver license transactions—including renewals, replacements, and address changes—using a mobile device or tablet.
As part of the Texas Department of Public Safety’s ongoing modernization efforts, Virtual Issuance is being launched to provide Texans with an additional, more convenient service option. Through this platform, customers connect with a License Permit Specialist (LPS) in a secure virtual environment to complete their transaction.
This service is intended for customers who do not require additional documentation review. By offering a virtual pathway for straightforward transactions, Virtual Issuance helps reduce in-office demand and increases appointment availability for customers who must complete their transactions in person.
Who Can Use Virtual Issuance?
Virtual Issuance is available to eligible customers for select driver license, identification card, and commercial driver license transactions. Eligibility is based on the customer's record status and information currently on file with the Texas Department of Public Safety.
Virtual Issuance is designed for customers who are already REAL ID compliant and do not require additional document submission.
Eligibility requirements include:
REAL ID-Compliant DLs and IDs
- Only customers with REAL ID-compliant records with documentation on file are eligible for Virtual Issuance.
Identification Card and Class C Driver License Holders
- U.S. citizen
- Ages 18 and older
- Have a Social Security Number on file (for renewals only)
Commercial Driver License Holders (Replacements Only)
- U.S. citizens
- Ages 18–78
Certain license types, endorsements, restrictions, and transaction types may not qualify for Virtual Issuance.
Customers are encouraged to review their driving eligibility status and resolve any outstanding fees before beginning a virtual transaction.

How Does Virtual Issuance Work?
Virtual Issuance is designed to provide a secure, streamlined experience for eligible customers completing simple driver license or identification card renewals, replacements, and address changes.
Step 1: Complete the Online Application
Customers begin by accessing the online application from a mobile device or tablet and answering eligibility questions to determine whether they qualify.
Customers who do not meet eligibility or identity verification requirements are required to schedule an appointment at a driver license office to complete their transaction.
Step 2: Download App & Verify Your Identity
Customers will receive instructions and a QR code to download the application. Customers who qualify for Virtual Issuance and download the application will verify their account using a one-time code sent by text message or email. The application will guide customers through identity authentication and security verification, including facial recognition and liveness detection technology, to verify identity and prevent fraud.
Step 3: Connect with a License Permit Specialist
Once identity verification is complete, customers will enter a virtual queue and receive an estimated wait time to connect with a DPS License Permit Specialist (LPS) through a secure virtual appointment.
Step 4: Review, Payment & Completion
During the appointment, the LPS will review the application, conduct visual verification, and accept payment.
Step 5: Receive Your Temporary DL/ID
You’re All Set!
Eligible customers will receive a temporary DL/ID while the permanent card is processed and mailed to the address on file.
