Multimodal Biometric Identification System (MBIS)

In 2016, the Automated Fingerprint Identification System (AFIS) was upgraded to the Multimodal Biometric Identification System (MBIS).  MBIS is a biometric identification system that employs technology to automate the processing of arrest and applicant fingerprint submissions, and over the years, has become a vital system relied upon by law enforcement agencies and authorized non-criminal justice agencies. The result is a system capable of processing a fingerprint submission in a fraction of the time it takes using the manual process. Not only does it automate the processing of arrest and applicant fingerprint submissions, it also provides the DPS and local criminal justice agencies with a significant crime-fighting tool; namely, the ability to search latent fingerprints/palm-prints found at crime scenes against the fingerprint and or palm-print database of persons previously arrested in the state, or who have been through a fingerprint background check.  Additionally, it provides functionality for processing Mobile ID submissions.  Furthermore, MBIS stores other biometrics for an individual, when provided in the submissions, such as mugshots and irises.  Additional benefits of this system include updating criminal history records in a timely manner, electronically forwarding submissions to the FBI for processing and updating national databases, and electronically updating the local archive system.  The functions and benefits of MBIS are extended to local law enforcement agencies by a network of remote input devices placed at various police departments and sheriff’s offices throughout the State of Texas.
