To be eligible for a Capitol Access Pass, you must be a resident of Texas and must otherwise meet all eligibility requirements applicable to a handgun license under Government Code §411.172. However, applicants need not provide evidence of handgun proficiency.
The Capitol Access Pass application is only available online. Complete an online application, and pay the non-refundable fees using a credit or debit card.
After submitting an online application, you must schedule and submit electronic fingerprints to initiate the background check. Schedule an appointment to have electronic fingerprints taken by IdentoGo USA, selecting "Capitol Access Pass" for the reason for fingerprinting.
Capitol Access Pass Applicants must have submitted an online application before scheduling a fingerprint appointment.
After submitting your online application, schedule and submit electronic fingerprints to initiate the background check.

- Visit Fingerprinting Services, and enter your Service Code, or
- Call (888) 467-2080, and follow the instructions to schedule an appointment. When prompted, provide your Service Code.
