Wayne Mueller, Chief
Wayne Mueller currently serves as Chief of the Regulatory Services Division, being appointed to this position in December, 2018; he has been with the Department of Public Safety for 19 years overall. His initial focus in this role will be to lead the division through the 86th session and Sunset processes, implementing any changes mandated by the legislature. Thereafter, he will strive to continue the successes that the division has enjoyed through providing quality and timely customer service to the licensed population that falls under the division's programs.
Previously, Wayne served as Chief and Assistant Chief of the Administration Division, where he led core enterprise services for the agency, including facilities operations, fleet operations, asset management and enterprise project management. He was also involved in the oversight of purchasing, inventory management and human resources during his time there.
Prior to moving to the Administration Division in 2012, Wayne held the position of Assistant Chief in RSD. He was an integral part of the creation of the division in 2009, leading the organizational restructuring and significant change management that followed; after assembling a strong team, together they instilled the division's core principles that remain today: lean, efficient, nimble and scalable.
Before moving to the executive management side of the agency, Wayne spent 9 years in the Office of General Counsel. As Assistant General Counsel, he handled various legal issues for the divisions, but concentrated on regulatory law matters, and was heavily involved with the Vehicle Inspection program in particular.
Wayne graduated from the University of Texas at Austin in 1990 with a BA in Sociology/Government and received his law degree from South Texas College of Law in Houston in 1997. He completed the Governor's Executive Development Program through the LBJ School of Public Affairs in 2011.
Jason D. Hester, Assistant Chief
Jason was born and raised in Big Lake, Texas and graduated from Howard College in Big Spring Texas with his Associate of Science degree in Criminal Justice. He returned to college and completed his Bachelor's degree in Criminal Justice from Tarleton State University in 2012 and his Master's degree from Tarleton in 2014. Jason started his law enforcement career working for the Tom Green County Sheriff's Department and graduated from the Concho Valley Law Enforcement Academy in 1997. He began his career with the Texas Department of Public Safety (DPS) that same year, and upon graduation from the DPS Law Enforcement Academy, was stationed in Big Spring. Jason promoted to Highway Patrol Sergeant in 2003 and remained in Big Spring.
While stationed in Big Spring, he worked with numerous local organizations such as: Victim Services, Big Spring Little League, served on the Board of Directors for the Emergency Services Chaplain Corps, and, was an instructor for both the Howard College's Criminal Justice Program and the Permian Basin Law Enforcement Academy. He was promoted to Highway Patrol Lieutenant in 2008 and was stationed first in Del Rio and then transferred to San Angelo where he supervised the Highway Patrol Division's Border and Emergency Management Operations.
Jason was promoted to Captain in March of 2010. As Captain of Law Enforcement Education and Recruiting, he oversaw the hiring and training of all DPS State Troopers and the DPS Law Enforcement Academy. In 2012 Major Hester was selected to attend and graduated from the 251st session of the FBI National Academy in Quantico, VA. He was promoted to Major in August 2013 and oversaw the DPS Education, Training and Research Division. Jason graduated from the Force Science Institute Advanced Specialist course and continues to teach in the DPS Academy. In August of 2016 he transferred back to the Texas Highway Patrol Division where he oversaw Special Operations, Equipment, and Personnel Accountability Programs. In September of 2019 Jason was promoted to Assistant Chief over the DPS, Regulatory Services Division, where he currently serves.
Jason is a member of the FBI National Academy Associates of Texas and currently serves on the Board of Directors as the San Antonio region representative. He is also a member of the Texas Police Association, the FBI Law Enforcement Executive Development Association, Texas DPS Officers Association, and the International Association of Chiefs of Police. Jason has taught numerous subjects including use of force, firearms, driving, crash reconstruction, DPS Leadership and Command courses, and is an instructor for John Maxwell's 360 Leader and 5 Levels of Leadership. Jason has earned his Master Peace Officer and Advanced Instructor license from the Texas Commission on Law Enforcement. He and his wife Denise have 3 boys and live in Lago Vista.
Sherrie Zgabay, Service Director Operations and Shared Services (OSS)
Sherrie Zgabay began her career with the Department of Public Safety in 1987 and is privileged to have worked in various divisions including Driver License, Texas Highway Patrol, Regulatory Services, and most recently in Infrastructure and Operations. She joined the RSD leadership team in February 2019 as Service Director of Operations and Shared Services (OSS).
In her current role, Sherrie is leading the division's support team responsible for planning and executing a comprehensive range of administrative services to support the mission of Regulatory Services, focusing on employee development, creating process efficiencies, providing customer centric service through partnerships with stakeholders, and ensuring fiscal responsibility. She places strong emphasis on the Division Chief's initiative to build processes around the concept of Lean, Efficient, Nimble and Scalable (LENS).
The OSS team supports all recurring business activities and serves as the division's liaison for information technology, human resource management, financial services, data management, facilities, and fleet. Programs in OSS include: records administration and records management (including maintaining the portfolio of standard operating procedures and forms), and ensuring communications are updated on the agency website. Sherrie and the OSS team demonstrate a strong commitment to high standards by consciously practicing the DPS' four core values each day: Integrity, excellence, accountability and teamwork.
JoJo Heselmeyer, Service Director Regulatory Oversight Service (ROS)
JoJo is the Service Director responsible for the inspection and investigation activities of the Regulatory Services Division. JoJo is a passionate public servant, grounded in her belief that appropriate regulations promote health and safety and, therefore, contribute directly to saving the lives of Texans.
JoJo began her career with DPS in 1988. Her leadership skills were quickly recognized and, as a result, JoJo has served the agency in a leadership capacity for the majority of her career. The Regulatory Services Division (RSD) benefits from her wide array of experience, having worked in various programs within the Driver License Division and the Texas Highway Patrol Division during her 30-plus years.
JoJo served as the Vehicle Safety Inspection (VSI) chairman for the American Association of Motor Vehicle Administrators (AAMVA) in 2007, 2008 and 2009. In 1999, JoJo received a Director's Citation Award for implementing the State Inspection Database System (SIDS) and played a key role in the development and implementation of the state's first automated safety inspection program system.
JoJo's strong leadership skills and expertise in process improvement provides the driving force behind RSD's lean, efficient, nimble & scalable (LENS) initiative.
Christopher Sims, Service Director Licensing & Registration Service (LRS)
Christopher Sims is the Service Director responsible for licensing and registration operations of the Regulatory Services Division (RSD), overseeing application intake through issuance for the regulatory programs entrusted to DPS. Chris began his employment with RSD in October 2015.
Chris graduated from Texas Tech University in 1994 with degrees in English and Political Science. In 1996, he earned a Master of Public Administration degree from Texas Tech.
Chris began working for the City of Dallas in 1997, and was quickly promoted to the office of the Mayor and City Council. He spent the next three-and-a-half years working on a variety of important issues helping to shape the city. In 2000, Chris accepted a position with the Arlington, Texas, Police Department. He was the sole Police Policy Analyst, Accreditation Manager and member of the Senior Staff. In his seven-year tenure, he led two successful national accreditation on-sites and served as a member of the police department's leadership team.
In September 2007, Chris accepted a position with the Texas Department of Agriculture (TDA). For the past eight years, Chris served as a member of the Senior Staff for TDA and managed multiple areas including Licensing, Emergency Management, Facilities, Fleet/Transportation, Records and Risk Management for the statewide agency.
