DPS Makes Arrests for Online Solicitation and Prostitution in Joint Operation (DPS-West Texas Region)

EL PASO – During the past week, the Texas Department of Public Safety (DPS), in conjunction with Homeland Security Investigations (HSI), conducted a human trafficking operation in El Paso, Texas. The goal of the operation was to target individuals soliciting prostitutes, as well as individuals seeking to exploit and victimize children by soliciting them on the internet.

Multiple agencies assisted DPS’ Criminal Investigations Division in this investigation, including HSI, El Paso Police Department, Texas Alcoholic Beverage Commission, El Paso County Constable’s Office Precinct One, El Paso County Constable’s Office Precinct Six and the Border Prosecution Unit for the District Attorney’s Office for the 34th Judicial District.

As a result of the operation, eleven people now face charges. Special Agents were also able to identify and open investigations into additional suspects.

The following individuals were arrested and booked into the El Paso County Jail:

Alejandro Junior Bustamante, 24, of El Paso, Texas (prostitution)

Michael Sun Hwang, 30, of El Paso, Texas (online solicitation of a minor)

William Tyler Andrews, 20, of El Paso, Texas (online solicitation of a minor)

Jose Luis Mora, 55, of El Paso, Texas (prostitution)

Edward Spencer Manuel III, 45, of El Paso, Texas (prostitution)

Albert Lee Sandoval, 61, of Las Cruces, New Mexico (prostitution)

Darin Andrew Roberts, 48, of El Paso, Texas (prostitution)

Michael Anthony Brown, 38, of El Paso, Texas (prostitution)

Gregory Prado, 26, of El Paso, Texas (prostitution)

Gerardo R Chavez, 47, of El Paso, Texas (prostitution)
