Capitol Access Pass to Transition to New Platform, RSD Connect

Capitol Access Pass (CAP) will be transitioning to RSD Connect, the new Enterprise Licensing System for Regulatory Services Division (RSD), effective September 30, 2026.
The final day to submit CAP applications or updates on Texas.gov will be September 12, 2026. After this date, the current Texas.gov system will no longer accept new submissions. Information on how to access RSD Connect, including the web address and login instructions, will be provided prior to the September 30, 2026 launch.
Between September 13-29, 2026, there will be a temporary pause on CAP applications. No applications will be accepted while data is transferred into RSD Connect.
RSD Connect will enable people to apply for, renew, or check the status of a Capitol Access Pass online. The purpose of RSD Connect is to unify the applicant and staff experience across licensing, eligibility, compliance, and enforcement into a single, scalable, and integrated platform that will eventually span all of RSD’s programs – setting a new standard for compliance, efficiency, and service across Texas agencies.
