1. What is a Capitol Access Pass (CAP)?

A Capitol Access Pass (CAP) provides expedited access to the Texas State Capitol through the main public entrances. Approved applicants may enter the Capitol by presenting their Texas Driver License or Texas ID Card at the line designated for CAP and handgun license holders.

2. Am I eligible for a Capitol Access Pass (CAP)?

You must be a Texas resident and must otherwise meet all eligibility requirements applicable to a Texas License To Carry A Handgun (LTC) under Texas Government Code §411.172. However, CAP applicants do not need to provide evidence of handgun proficiency.

3. What is the cost for a Capitol Access Pass (CAP)?

The cost is $40 plus administrative and processing fees. Please note that fees are non-refundable.

4. How do I apply for a Capitol Access Pass (CAP)?

The CAP application is only available online. Complete an online application, and pay the non-refundable fees using a credit card or debit card.

After submitting your online application, schedule and submit electronic fingerprints to initiate the background check.
To schedule an appointment at a time and location convenient to you, please use one of the following methods:

  1. Visit Fingerprinting Services, and enter your Service Code, or
  2. Call (888) 467-2080, and follow the instructions to schedule an appointment. When prompted, provide your Service Code.

5. What can I expect if my application is approved?

  • DPS will send all notifications to the email address you included with your application.
    • DPS does not issue cards.
    • Once you receive email approval, you may enter the Capitol by presenting your Texas Driver License or Texas ID Card at the line designated for CAP and handgun license holders.

6. How do I update my personal information?

  • You may update your Capitol Access Pass information by submitting the change through our Contact Us form.
    • To update your Texas Driver License or Texas ID Card, go to Driver License.

7. How do I renew my Capitol Access Pass (CAP)?

  • All CAPs have a two-year expiration from the date of issuance.
    • Renewals may be submitted six months prior to expiration by filling out a new application online at Texas.gov.
