- Vehicles registered in the affected counties. Affected counties include: Brazoria, Collin, Dallas, Denton, El Paso, Ellis, Fort Bend, Galveston, Harris, Johnson, Kaufman, Montgomery, Parker, Rockwall, Tarrant, Travis, and Williamson.

- Bexar County will an emissions county starting November 1, 2026.
- All gasoline powered vehicles from 2 through 24 years old which are registered or primarily operated in emissions counties will receive the On-Board Diagnostic (OBDII) test.

When the actual gross weight or registered gross weight is 4,500 pounds or less.

A vehicle with one of the following Texas permits:
- Factory Delivery Permits
- Prorate Tabs
- One-Trip Permits
- Temporary 24-Hour Permits
- Mobile drilling and servicing equipment used in gas, oil, or crude production having a 72- or 144-Hour Permit.
