DPS Opening Application Window for Texas Compassionate Use Program (TCUP) Dispensing Organization Licenses

The Department of Public Safety (DPS), Regulatory Services Division (RSD) is accepting applications for the Texas Compassionate Use Program (TCUP) dispensing organization licenses from August 15, 2025 to September 15, 2025.

New Applications for dispensing organization licenses may be submitted through the RSD Contact Us portal, using application form (CUP-101). (See the New Applications webpage for more information).

Applicants who have previously applied for a TCUP dispensing organization license must submit, as part of their supplemental application, an updated acknowledgments form and a statement of priority for the public health regions, as well as additional documentation (see the Supplemental webpage for more information). Requested supplemental documents for the dispensing organization license must be submitted through the RSD SFTP portal.

The application window for new and supplemental applications will close at 5:00 p.m. CT on September 15, 2025. No late applications will be accepted.

Please note:

  • The department will issue 12 new licenses which are necessary to ensure reasonable statewide access to, and the availability of, low-THC cannabis for patients registered in the compassionate use registry. The department will issue nine licenses by December 1, 2025, and three licenses by April 1, 2026.
     
  • With the window closing on September 15th, the department will begin the process of scoring and thus ranking the Phase 1 group first. The selection committee will rank Phase 1 applications 1 through 12. The department will announce the first nine applicants for licenses and then proceed immediately to Phase 2 ranking. Applicants from Phase 1 who are ranked #10, #11, and #12 will be added to the pool of Phase 2 applicants and will compete in Phase 2.
