Property Accountability and File Management

The Chief Law Enforcement Official (CLEO) and the Civilian Governing Body (CGB) of the Law Enforcement Agency (LEA) are strictly responsible for all assigned LESO Program-controlled property. LEAs must maintain 100% accountability of all assigned property at all times.

Physical Custody Form

If any of the following property types are issued out and active in the field, the LEA must maintain a signed form on file from the specific officer or deputy possessing the equipment:

  • All Optics (including weapon-mounted, handheld, and night-vision equipment)
  • Tactical Robots / Unmanned Ground Vehicles
  • Weapons and Weapon Parts
  • High-Profile Vehicles and Tactical Cargo Trucks
  • Aircraft (Fixed and Rotary Wing)

Property Classifications & Ownership

  • Controlled Property: Requires perpetual tracking and annual physical validation for as long as the LEA retains possession.
  • Non-Controllable Property: Requesting LEA assumes ownership once it has been receipted and LESO moves it off the “Assigned” list to the “Closed” list, which should happen within 10 days of receipt.

Annual Electronic Certification Deadlines.

All assigned property must be physically inventoried and electronically certified annually. (Note: The DLA is currently transitioning to a new system, and the updated portal is not currently available.)

Once system access is restored, the following critical state compliance windows apply:

  • LEAs WITH Assigned Property: Must complete and submit their full physical inventory by August 31. Failure to meet this deadline results in immediate agency suspension.
  • LEAs WITH NO Assigned Property: Must complete and submit their station verification profile by July 15. Failure to meet this deadline results in immediate agency deactivation.
