Cesar SOTO-BOLANOS is a convicted sex offender with ties to Edinburg, Texas. In 2019, SOTO-BOLANOS was convicted of Indecency with a Child by Exposure after an incident involving a 13-year-old girl. He was sentenced to ten years of probation. On September 28, 2021, the Pharr Police Department issued warrants for SOTO-BOLANOS' arrest for two counts of Sexual Assault. Additionally, on October 6, 2021, the Hidalgo County Sheriff’s Office issued warrants for his arrest for Motion to Revoke (Indecency with a Child by Exposure), Failure to Comply with Sex Offender Registration Requirements, Failure to Identify, and Possession of Marijuana.
