Shawn Monroe COWAN, a Texas 10 Most Wanted Sex Offender, was captured in Oregon on May 8, 2018. Working off investigative information, the Oregon State Police apprehended COWAN near Bonanza, Oregon, located in rural southern Oregon. The Klamath County Sheriff’s Office and the U.S. Marshals Service – District of Oregon also provided assistance in the capture.In 2002, COWAN was convicted in Hood County of Possession of a Controlled Substance. He subsequently received an 18-year sentence in TDCJ prison. In March 2011, while out on parole, COWAN was convicted in Walker County of Indecency with a Child – Sexual Contact after an incident involving a 9 year-old girl. COWAN’s last known address was in Beaumont, Texas, where he registered as a sex offender in May 2017. In June 2017, a parole warrant for COWAN’s arrest was issued by the Texas Board of Pardons and Paroles. The Jefferson County Sheriff’s Office had also issued a warrant for COWAN’s arrest for Sex Offender Registration Violation.The arrest was not the result of tip information received through Texas Crime Stoppers, so no reward will be paid.
