CAPTURE DETAILS:

Kit Edward LULOW, a Texas 10 Most Wanted Sex Offender, was taken into custody in Nuevo Progreso, Mexico, and on May 7, 2026, turned over to the Texas Rangers at the Progreso Port of Entry. Working off investigative information, members of the U.S. Marshals Joint East Texas Fugitive Task Force coordinated LULOW’s detainment in Mexico. Texas DPS Criminal Investigations Division (CID) Special Agents from Texarkana assisted in this fugitive investigation. In 2008, LULOW was convicted in Oregon of Rape, Sexual Abuse, and Sodomy following incidents with a 13-year-old girl. He was subsequently sentenced to 75 months confinement in prison. Between 2014 and 2019, LULOW was arrested multiple times in Oregon for violating his parole. In February 2026, LULOW was arrested in Marion County, Texas, for Unlawful Possession Firearm by Felon and Possession of Child Pornography. He soon after bonded out of jail. LULOW had been wanted since February 2026, after a warrant was issued out of Cass County for his arrest for Failure to Comply with Sex Offender Registration Requirements. Additional warrants were issued in April 2026, by the US District Court, Eastern District of Texas for Poss. of Child Pornography and Felon in Possession of a Firearm.
