CAPTURE DETAILS:

Emzie CARTER, IV, a Texas 10 Most Wanted Sex Offender, was captured on January 18, 2024, in Dallas, Texas. Working off investigative information, members of the U.S. Marshals North Texas Fugitive Task Force, including DPS Special Agents, located and arrested CARTER. Grand Prairie Police Department, Mansfield Police Department, Dallas County Sheriff’s Office, and TDCJ-OIG all assisted in the multi-agency investigation.In 2007, CARTER was convicted of two counts of Aggravated Sexual Assault of a Child and Compelling Prostitution Under the Age of 18 following incidents with a 13-year-old girl. He was subsequently sentenced to 5 years confinement for each offense to be served concurrently.CARTER had been wanted since June 14, 2023, after a warrant was issued out of Dallas County for his arrest for Failure to Comply with Sex Offender Registration Requirements.CARTER’s arrest was not from tip information received through Texas Crime Stoppers, so no reward will be paid.
