Robert Kip WILLIAMS, a Texas 10 Most Wanted Sex Offender affiliated with the Aryan Circle gang, was captured on October 19, 2023, in Shepherd, Texas. Working off investigative information, Texas DPS Special Agents and Texas Highway Patrol (THP) Troopers located and arrested WILLIAMS.In 2003, WILLIAMS was convicted of two counts of Kidnapping and subsequently sentenced to ten years’ confinement. In 2016, he was convicted of Engaging in Organized Criminal Activity and subsequently sentenced to two years’ confinement. In 2021, WILLIAMS was convicted of Indecency with a Child by Exposure following an incident with a 3-year-old girl. He was subsequently sentenced to two years’ confinement in a TDCJ prison.WILLIAMS had been wanted since November 2022, when the Onalaska Police Department issued multiple warrants for his arrest for Failure to Comply with Sex Offender Registration Requirements. Additionally, in April 2023, a warrant for his arrest was issued out of Polk County for Failure to Comply with Sex Offender Registration Requirements.WILLIAMS’ arrest was not from tip information received through Texas Crime Stoppers, so no reward will be paid.
