Billy Morris KELLY, a Texas 10 Most Wanted Sex Offender, was captured on June 4, 2025, in Lancaster, Texas. Working off investigative information, members of the U.S. Marshals North Texas Fugitive Task Force, including DPS Special Agents, located and arrested KELLY at a residence. Lancaster Police Department and DeSoto Police Department assisted in the multi-agency fugitive investigation.In 2004, KELLY was convicted Aggravated Sexual Assault of a Child following an incident with a 3-year-old girl. He was subsequently sentenced to 9 years confinement. In 2015, KELLY was convicted of Failure to Comply with Sex Offender Registration Requirements and subsequently sentenced to 3 years’ probation. In 2017, his probation was revoked and he was sentenced to serve time in a Texas Department of Criminal Justice (TDCJ) prison. He was discharged from TDCJ in 2020.KELLY had been wanted since January 2025, after a warrant was issued out of Dallas County for his arrest for Failure to Comply with Sex Offender Registration Requirements with Previous Conviction.KELLY’s arrest was not from tip information received through Texas Crime Stoppers, so no reward will be paid.
