Found with U12-12-002.
Found in Maverick County irrigation canal off of Thompson Road.
Tattoos described as possibly "VIGEL" upper left arm, "A" upper left arm, "Joe Elin" (indecipherable) on left hand, a cross on the lower left leg and a segment of barbed wire on the upper right arm.
Black ankle bracelet on each ankle.
White metal ring with 2 clear stones and 4 empty settings and yellow/green rubber bracelet that read "BRAZIL 2006 Fifa World Cup Germany".
