Billy Morris KELLY is a convicted sex offender required to register annually. He has ties to Dallas County, including the city of Dallas, Texas. In 2004, KELLY was convicted of Aggravated Sexual Assault of a Child following an incident with a 3-year-old girl. He was subsequently sentenced to 9 years confinement. In 2015, KELLY was convicted of Failure to Comply with Sex Offender Registration Requirements and subsequently sentenced to 3 years’ probation. In 2017, KELLY's probation was revoked and was sentenced to serve time in a Texas Department of Criminal Justice (TDCJ) prison. He was discharged from TDCJ in 2020. On January 22, 2025, a warrant was issued out of Dallas County for KELLY's arrest for Failure to Comply with Sex Offender Registration Requirements with Previous Conviction.
