Kelly Vessie WINN, affiliated with the Crips gang, was taken into custody on May 29, 2020, in Fort Worth, Texas.Working off investigative information, DPS Special Agents and officers from Fort Worth PD, along with members of the U.S. Marshals North Texas Fugitive Task Force, located and arrested WINN at an apartment complex on the west side of Fort Worth. The U.S. Marshals Joint East Texas Fugitive Task Force also assisted in the investigation.WINN has served time in TDCJ prison on two separate occasions for Assault convictions. He was last released on parole from TDCJ on June 6, 2019, and subsequently violated his parole.WINN had been wanted since June 13, 2019, after the Texas Board of Pardons and Paroles issued a Parole Violation warrant for his arrest.In addition, on February 12, 2020, the Fort Worth Police Department issued warrants for WINN's arrest for two counts of Aggravated Assault with a Deadly Weapon.The arrest was not from tip information received through Texas Crime Stoppers, so no reward will be paid.
