Law Enforcement Support Division (LESD) Overview

The Law Enforcement Support Division (LESD) is comprised of the Crime Laboratory Service, Crime Records Service, and the Texas Law Enforcement Support Office (LESO) program. LESD supports law enforcement agencies and the people of Texas by providing accurate, timely and responsive services that include expert forensic science examination, biometric identification, access to criminal justice and emergency information, as well as technical assistance for LESD programs.

The DPS crime laboratories provide expert forensic laboratory services including scientific analysis, management of statewide technical programs, assistance with scientific investigations, expert testimony, and other related forensic services for the state of Texas. DPS is also required to develop the DNA profile of every convicted felon in the state and arrestees charged with a qualifying offense, and to enter those profiles into the FBI-sponsored Combined DNA Index System (CODIS).

DPS has the responsibility to provide local and state law enforcement and criminal justice agencies around the clock access to several different mission critical law enforcement and criminal justice information systems. The Crime Records Service (CRS) acts as the Texas State Control Terminal for eight state and national criminal justice programs and is responsible for the administration of these programs, providing critical operational data to law enforcement and criminal justice agencies in Texas and nationwide. Each of these programs collects information from local criminal justice agencies throughout the state, compiles data into statewide files, and forwards it to the FBI national criminal justice databases. DPS also serves as the clearinghouse for all non-criminal justice (applicant) fingerprints.

The Texas LESO Program assists law enforcement agencies (LEAs) with applying for and receiving surplus U.S. Department of Defense property to aid in counterdrug/counterterrorism and their daily law enforcement missions at no cost to the LEAs. Through the program, LEAs have acquired vehicles, weapons, computer equipment, fingerprint devices, night vision and other optics, radios and televisions, first aid equipment, tents and sleeping bags, photographic equipment and much more. A current inventory for all active LEAs in the Texas LESO Program shows an estimated total value of over $131 million in acquisitions through this vital program.
