Apply for a Provisional or Unrestricted Driver License (COVID-19)

During the time driver license offices are closed, customers holding a Texas learner license or driver license with a B restriction (Driver must be accompanied by licensed operator in the front seat) who are eligible to apply for a provisional or unrestricted license, may submit a written request to the Department to obtain a new license.

If you are 16 or 17 years old and have a learner license, you must meet ALL of the following criteria:

If you meet all of the criteria above for your respective age group, you must complete the following steps:

  1. Mail or email the following documents to the address below:
    1. Your completed application (form DL-14a for adults or DL-14b for minors).
    2. The DE-964 or ADE driver education certificate, if required.
    3. A sealed envelope with your skills test results from the third party skills test provider, if you are mailing your documents. If you email your documents, include the name of the provider and the Department will contact the provider for the results.
    4. The Impact Texas Driver Program certificate for your age group, dated within 90 days.
    5. A check or money order for the appropriate fee. This must be mailed to the address below even if you email your documents.
  2. If you email your documents, you must still mail the fee. An administrative flag will be placed on your record until payment is received. If the payment is not received, you will be required to pay it the next time you visit a driver license office.
