CAPTURE DETAILS: Robert Allen KOTLAR was included in the Texas 10 Most Wanted Fugitives Program on July 11, 2013. KOTLAR was wanted for Parole Violation (original offense: Burglary of a Habitation).

On July 12, 2013, at approximately 8:50 A.M., as the result of tip information received, Robert Allen KOTLAR was apprehended by DPS Texas Rangers Service and Highway Patrol at a residence in El Campo, Texas. KOTLAR was taken into custody without incident and transported to the El Campo Police Department.
