CAPTURE DETAILS:

Carlos Eduardo RIOS was included in the Texas 10 Most Wanted Sex Offenders Program on July 24, 2013. RIOS was wanted for Failure to Register as a Sex Offender (two counts) and Violation of Probation (original offense: Sexual Assault of a Child).

On August 15, 2013, at approximately 12:01 A.M., as the result of a tip received and investigative efforts, Officers with the Texas DPS Criminal Investigations Division, working the El Paso County Sheriff’s Office, US Marshals Lone Star Task Force and the US Marshals Mexican International Liason, in coordination with the Mexican Authorities, located Texas 10 Most Wanted Sex Offender fugitive Carlos Eduardo RIOS in Juarez, Mexico. RIOS was removed from Mexico and taken into custody by members of the US Marshals Lone Star Task Force without incident.

• Call the Texas Crime Stoppers hotline at 1-800-252-TIPS (8477) • Text the letters "DPS"- followed by your tip – to 274637 (CRIMES) • Submit a web tip through the Texas 10 Most Wanted website or Facebook page • Submit a tip through the DPS Mobile App
All tips are anonymous – regardless of how they are submitted, and tipsters will be provided a tip number instead of using a name.
